CTRIBAT Inc.is aware of the passion that the Urban Community holds for this issue and has found
unique ways to embed police officers, police agencies, and police fraternal organizations into the
community social action plan for helping people in Urban Sectors in ways that are non-traditional

This course teaches that through positive interaction with Public Safety Officials before a
criminal incident is at hand, the relationship that is formed with a member of that community is
stronger. In addition, if the relationship is formed out of a need to problem solve an issue that
directly affects both the Public Safety Official and the Community Member that relationship
becomes a Partnership. The key element is for the Public Safety Official to not be too “in
charge.” The safe approach for the Public Safety Official is to see the relationship as a
collaborative of equal exchange. This approach will give rise to empowering the community
member, and thus laying the first component for the establishment of Community Infrastructure.
The significance of Community Infrastructure is that it cultivates an environment for Social
Autonomy. And this concept lies at the heart of CTRIBAT Inc. Ultimate Strategy for Community

Crime Analysis perspective. We will help you create a formula structure uses Public Safety
Involvement and Interaction to conduct various programs. In some programming events, Public
Safety Officials are the exclusive social provider for the event. CTRIBAT Inc. uses the analogy of
weather when approaching the condition of Urban Crime. CTRIBAT Inc. recognizes that crime is
not like rain. It does not start slow and get heavy and then eventually stop. However, CTRIBAT Inc.
does take the position that crime does have a pattern similar to the weather. Just as rain, wind,
snow, heat, and hail, all are elements of the conditions of weather. This workshop will teach your
civic group or agency on how to recognize that health, education, economics, opportunities, housing,
recreation, and security are all elements of the conditions of Life in the Urban Sector.

We will show the importance of how to conduct, maintain, and collect significant amounts of data
and research on elemental factors as they relate to the behavioral forecasting of youth and young
adults. And teach why knowing and understanding the dynamics that affect the elements, it allows
for a more exact indication of what crisis is most likely to occur. In the event of an unexpected
incident, knowledge about the elements will allow for a more accurate calculation to addressing
the problems at their root or source. This style of programing is initially more costly because of the
preparation hours, and because most cases where preparation can be compensated it will come
with a healthy price tag for Expert Consultants (who in some cases are often not the best qualified).
Nevertheless, CTRIBAT Inc.has found that the root cause approach will have the most significant result
in reducing criminal behavior among youth. In addition, the bonus return for the City’s Budget and
Tax Payer is a reduction in police and fire related services that often cause the budgets of theses
departments to be overstretched. The reduction in violent crime incidents enhance the quality of life

In 2007, CTRIBAT Inc. founder Shafiq Abdussabur operated as the chief executive officer for
the New Haven Police Department. The City of New Haven posted an unprecedented zero number of Homicide for the first four months of the year. And ended the year with 40% reduction in gun related homicides.

When interviewed by the Hartford Courant as to what was his secret, he said the outreach
program has teamed up with community groups that offer youths jobs and classes on conflict
resolution. That outreach program has helped curb violent crime because those at risk of
committing street crimes are kept busy, he said.

"You're not going to arrest your way out of the social, economic and educational dilemma
that is facing many urban centers," Abdussabur said
During the summer of 2006, CTRIBAT Inc. unique programing and
